FAQs
What is the Long-term plan?
The Long-term plan is the city's ten year plan showing the projects and services the Council has planned, what they will cost and how we will fund them.
What does the plan include?
The plan includes everything the Council intends to deliver - both capital (infrastructure) and operational (day to day delivery), as well the strategies, policies and budgets Council intends to follow to make it happen!
How can I find more information?
The consultation provides a summary of the plan and the specific questions we have for the community.
Under the documents section are all the supplementary documents.
These include:
- 2024/2025 Fees and Charges Schedule for consultation
- Draft Activity and Asset Plans
- Roadmap to Renewal project progress update
- Draft Financial Strategy and Draft Infrastructure Strategy
- Draft Long-term plan Assumptions
- Draft Levels of Service and Performance Framework
- Draft Financial Statements and Draft Financial Impact Statements
- Draft Revenue and Financing Policy and Draft Rating Policy
- Draft Liability Management and Draft Investments Policy
- Our other policies which support the Long-term plan including the Rating of Māori Freehold Land Policy, the Development Contributions Policy and the Significance and Engagement Policy.

What can I submit on?
We have a range of questions for this Long-term plan.
We have options for the funding of elderly persons housing, glass recycling bin options and to support Council to reduce its carbon emissions.
We also want to know what you think about our plans to support wellbeing, and our plans for infrastructure and Finance.
Let us know what you think about our proposed changes to the rating policy and our other draft policies...
...and your views on our proposed Fees and Charges for 2024/2025.
Finally, if you have other feedback or ideas please do share those.
How can I speak to a Councillor or Mana Whenua Representative?
There are two ways to speak to the Councillors or Mana Whenua Representatives.
You can chat to them informally either by contacting them direct or coming along to one of our engagement events in Invercargill and Bluff over March.
You can also attend one of our hearings in the Council Chamber to speak about your submission. To do this, check the box in your submission that you want to be heard and we will email you about booking a time.
Hearings are planned for 10, 11, 12 April although its important to note these dates are subject to change.
This year we're trialling the option of round table discussion style hearings alongside the more traditional ten minute Q&A sessions.
How can I submit?
You can submit online using the submission form on this page. This includes all the questions we are asking and is a great way to make sure you dont miss anything.
Alternatively you can put in a video submission. This could be a good option if you have a couple of key areas or ideas you want to focus on.
If you prefer you can email policy@icc.govt.nz or post your submission to
