Housing and Code of Practice Plan Change

Last year, Council sought feedback from the community on ideas to support quality housing development in the District Plan. Since then, we have been building on this work, reviewing what we heard, engaging with mana whenua, and working on rolling out our new Code of Practice for Land Development and Subdivision. Engagement on the preferred approach for the Plan Change closed on 6 June 2025

This Plan Change aims to:

  • Enable greater density and diversity of housing choice in the Residential 1 and 1A Zones in Invercargill;
  • Promote well-designed housing to provide better social and environmental outcomes; and
  • Decouple the Code of Practice for Land Development and Subdivision Infrastructure from the District Plan.

The Government has recently made changes to the Resource Management Act to require Councils who are working on plan changes to either stop them, or to seek approval from the Minister to continue them. Invercargill City Council is applying for an exemption to continue this important work.

If the exemption is granted, we will come back to the community for formal submissions when we notify the Plan Change in November this year. At that time, you will have another opportunity to have your say on specific proposed policies and rules, and let us know if you think we have the Plan Change right.
