Why are you proposing to sell this land?
Council identifies this land as having little recreational or environmental values under the Reserves Act 1977 parameters, and minimal demand to book the space. Council also acknowledges its proximity to other green spaces, that are better utilised. This land is therefore viewed as being surplus to requirements.
On 24 June 2025, Council was approached by Te Pare Kauika Ltd with a proposal to build up to 22 residential units on the site. The proposal to begin the public consultation process was approved through Council resolution on 29 July 2025 to proceed with the revocation of reserve status and disposal process for Newfield Park. This process formalises the next steps required under the Reserves Act 1977.
What is the process for selling reserve land?
The process for removing reserve status and disposal is outlined in Section 24 of the Reserves Act 1977, which is illustrated here.
Has a decision already been made?
Council has received information about the proposed tender for the land, and has also considered the land previously for potential disposal due to its current underutilised status. However, Council has not made a final decision. First they will consider feedback received via this consultation process and carry out a comprehensive review of any new reserve values that may be raised. We hope to hear from those who use this space, or can think of alternative ways to utilised this space before we make the final decision to initiate partial or full revocation of the reserve for the purpose of disposal.
How will the funds generated from the sale of this land be used?
Proceeds from sale of lands acquired by the Crown, will be dealt with through Land Information New Zealand (LINZ). Council can seek compensation for administering the land, but it is important to note that compensation cannot be counted on as guaranteed revenue from sale. However, the proposal that initiated this consultation will support Council’s community outcome of enabling the increase of housing.
If the decision is made to dispose of the land, how will the tender process be managed?
If the Minister of Conservation approves the Council's request to remove reserve status, the land will be handed over to LINZ to proceed with disposal.
