What does the Management Plan process look like?

    What are the key project areas Invercargill City Council want to include in the Management Plan?

    Key Projects that will be concentrated on through the implementation of the Masterplan into the ten year management plan include:

    Enhance Recreation

    • Removal/non-replacement of facilities and structures no longer required by clubs
    • Commencement of consolidation of “like” activities and clubs
    • Initial development of hub facilities
    • Development of a specific dog park, including sledding

     

    Promote Unique Visitor Experience

    • Develop Eco-sanctuary area at the southern end of Sandy Point, extending up to Whalers Bay on the estuary edge
    • Develop Eco-adventure area adjacent to Fosbender Park at the northern end of the Domain
    • Complete sealed road loop around Recreation Hub
    • Create crossing point across the Oreti River via a punt/flat bottom vessel
    • Improve boat ramp and fit for purpose pontoon adjacent to the Oreti River crossing

     

    Build Environmental Resilience

    • Replant and replace slash, broom and forestry areas at southern end of Sandy Point with endemic shrub and forest species
    • Reduce coverage of commercial forestry at the southern end of Sandy Point
    • Enhance existing wetland edges with endemic shrub and riparian planting
    • Endemic shrub and tree planting northof Dunns Road
    • Phase out bio-solid dispersal

    Can I still provide feedback on Sandy Point Domain Masterplan?

    You are invited to provide feedback on the Masterplan as well as the Management Plan. Invercargill City Council will effectively be using the Masterplan as a guiding document to develop Management Plan actions for the next ten years.

    Will the Management Plan include Biosolids Discharge at Sandy Point Domain?

    Biosolids is being applied in the Christies Track Area of Sandy Point. The application site, 42ha in area is subject to a resource consent application to Environment Southland. It includes three biosolids applications over a ten-year period, with each application taking two to three weeks. Applications are undertaken by the Clifton Wastewater Treatment Plant. The resource consent has 25 years left on it and was consulted on during the 2012 Management Plan development. 

    Why would you close Sandy Point Road?

    With LiDAR and NIWA climate change modelling indicating that the Sandy Point Road and nearby facilities and infrastructure will be affected by water, the need to invest in roading further away is apparent. The intention would be to re-purpose the existing road over the period of ten years while clubs consolidate into other buildings and hubs to ensure the viability and sustainability continues. Access for emergency services and other facilities will need factored into future management of this and other roads as well.

    What will Invercargill City Council do about the River

    The Oreti river is managed by Environment Southland. However, ICC will be working with Environment Southland to ensure future needs are met and make sure concerns are passed on to be managed.

    What does a hub mean?

    In this context, a Hub places 'like' activities spatially near each other (while still maintaining a safe distance i.e. if shooting). It may be that clubs share facilities or spaces.  

    Who is going to pay for shifting clubs?

    A financial model will need to be developed as part of this process. Funders have been included in the Masterplan process and are aware of potential financial implications ahead.
