Sandy Point Domain overview

Sandy Point is major recreation hub and open space to the west of Invercargill, near Oreti Beach. It is highly valued by the local community and visitors to the city of Invercargill. The domain provides a wide range of recreation, sport, and adventure activities and is ‘home’ to many sporting and recreational clubs as well as forestry and other commercial activities.

Sandy Point also has significant cultural, biodiversity, historic and amenity values. Though, the domain is facing some challenges including,

  • remaining relevant to future population and recreational trends
  • quality and appropriateness of existing assets, facilities and land uses
  • potential impact of climate change and sea level rise on assets and infrastructure from inundation and erosion


Project Background

Ultimately, the Sandy Point Master plan will establish a long-term plan for future park use, asset renewal and development, and help guide future funding decisions, while maintaining its highly regarded status and role as the main recreation hub for people of Invercargill and Southland.

The master plan will be developed with a fact and data-based approach and a range of supplementary information will be reviewed and considered as part of the master plan process including:

  • Climate change and associated projected potential impacts on assets and infrastructure from sea level rise, inundation, coastal retreat, and erosion
  • Ongoing management and location of the commercial forestry operation at Sandy Point
  • Economic benefit of recreation activities at Sandy Point


Purpose of the Masterplan

What is a master plan?

Master planning creates a ‘big picture’ vision to meet future needs within a community or local landscape.

The purpose of the Sandy Point Domain master plan project is to establish a long-term plan (30-50 years) for future park use, asset renewal and development, and help guide future funding decisions. Once approved, it will inform the development of the Sandy Point Domain Management Plan 2013 review.

A range of technical and background information will be collated and reviewed to help form the basis of master planning decisions, including LIDAR / topographic information, analysis of the forestry operation and economic benefit of recreation activities at Sandy Point.


Work done to date

A range of technical and background information is being collated and reviewed to help inform master planning decisions, including LIDAR / topographic information, analysis of the forestry operation and economic benefit of recreation activities at Sandy Point. We have also had some conversations with the current users of Sandy Point, which has helped us to understand some of the challenges currently facing the reserve including:

  • remaining relevant to future population and recreational trends
  • quality and appropriateness of existing assets, facilities and land uses
  • potential impact of climate change and sea level rise on assets and infrastructure from inundation and erosion

Project timeline

The Sandy Point master plan process has integrated engagement activities occurring throughout the project.

Early engagement activities commenced in May, and engagement will be on-going till September 2022, to inform, support and shape the development of the master plan options.

The preferred master plan option will be developed for approval by November 2022.
