Roading and Traffic Control Bylaw
Council has responsibility for setting speed limits in the Invercargill District. We last updated the Roading and Traffic Byla bylaw in 2022, at that time, a number of significant changes were made to speed limits around the region, including adopting speed limit principles and speed limits for rural roads, within the city centre and outside schools during pick up and drop off times.
These changes were made to balance safety and efficiency of travel and creating spaces for people. They have been largely successful, but we’ve heard from the community that some changes need to be made.
There are three proposed speed limit changes we want your feedback on:
Curran Road (Dunns Road to Otatara Road) – From 60km/h to 80 km/h.
McQuarrie Street (Chesney Street to Rockdale Road)- From 80 km/h to 60 km/h.
Retreat Road (McIvor Road to Bainfield Road), and Bainfield Road (Queens Drive to new Inverurie Drive intersection)- From 60 km/h to 50 km/h.

In addition, we are adding details of two Shared Zones, which Council has agreed on, to the Roading and Traffic Bylaw as a new schedule:
Esk Street between Dee Street and Kelvin Street, with right of way for pedestrians over vehicles and noting that Council parking spaces identified through the mechanism of the Parking Control Bylaw are excluded.
Esk Street West between Leven Street and Dee Street, with buses the only vehicles permitted to utilise Esk Street West, with right of way for pedestrians over buses and noting that Council parking spaces identified through the mechanism of the Parking Control Bylaw are excluded.
We want to hear from the community, if we are getting it right with our proposed changes to speed limits in our district, and what you think about adding a new schedule to the Roading and Traffic Bylaw outlining the shared zones on Esk and Esk Street Est.
