Have we got the balance right between rates funding and user pays for our activities and services?

Council reviews our Fees and Charges Schedule every year. We want to make sure that it reflects the costs of the services being provided, and we aim to get the right balance between rates funding and user pays.

This year, most of the fees and charges are proposed to increase in order to reflect service delivery costs - how much it actually costs Council to provide that service. Part of that cost comes from corporate overheads, which are things like the internal finance, planning, customer services, health and safety and similar functions which are required in order for Council to deliver the service. To date, this cost hasn't always been fully reflected in fees and charges, meaning rates revenue was subsidising this. We're suggesting more of a move to user pays, in line with central government direction and Council's Revenue and Financing Policy.

We want to know what you think of our proposed fees for next year.

We're also consulting on three draft policies which are related to fees and charges. These are:

  • Water Services - Policy for Funding Growth
  • Kerbside Waste Services Policy
  • Commercial Use of Parks and Reserves Policy

Whilst all of these are new policies, they're not proposing to make any big changes to our levels of service. Instead, these policies mostly set out the current arrangements we have in place, so that members of the public can more easily find this information and understand the way we manage these activities.
