Consultation has concluded

An area of Queens Park needs to be reclassified to enable the Museum project to proceed.

To allow for the best outcome for Project 1225 an extension of the current museum footprint is required. This will require a change in classification to part of Queens Park (currently Recreation Reserve) to Local Purpose (recreational and cultural buildings and associated activities) Reserve pursuant to the Reserves Act 1977.

The area requested is an additional 2,325m² (subject to survey) of previously developed space extending to the west of the existing museum boundary on to land which currently includes a pavilion. The pavilion Is on a short term lease which is due to expire 30 November 2023.

Notice is given pursuant to Section 24 of the Reserves Act that Invercargill City Council as administering body of Queens Park proposes that part of Queens Park, more specifically part of Lot 2 DP 430107, be reclassified from recreation reserve to Local Purpose (recreational and cultural buildings and associated activities) Reserve. This will be united with Lot 1 DP 430107 and Lot 3 DP 308322 pursuant to Section 52 of the Reserves Act 1977 via Gazette Notice. Council proposes to reclassify Lot 3 DP 308322 from Local Purpose (Museum) Reserve to Local Purpose (recreational and cultural buildings and associated activities) Reserve that will be united as one parcel with Part of Lot 2 DP 430107 and Lot 3 DP 308322 via Gazette Notice pursuant to Sections 24 and 52 of the Reserves Act.

Reclassification Process

The Southland Museum and Art Gallery currently sits on a Local Purpose Reserve (classified for museum purposes) and wishes to extend on to a portion of Queens Park (classified as Recreation Reserve). In order for this boundary change to occur the land requested must first have a change of Reserve Classification from ‘Recreation Reserve’ to ‘Local Purpose (recreational and cultural buildings and associated activities) Reserve’.

Council is required, pursuant to s24(2) of the Reserves Act 1977, to publicly notify its intention to reclassify part of the reserve and allow the public the opportunity to submit objections to the proposal.

Reclassification will enable the Museum to continue its development and comply with the Reserves Act.

Procedural Requirements

Under S.24 and S.52 of the Reserves Act 1977 and under delegation of the Minister of Conservation, Council can change classification of part of Queens Park from Recreation Reserve to Local Purpose (recreational and cultural buildings and associated activities) Reserve, known as Lot 2 DP 430107. This land once reclassified can subsequently be unified under one land parcel.

Submissions are due by Friday 3 November 2023

    This information will be considered by Councillors in compliance with sections 24 and 52 of the Reserves Act 1977.
